Who is eligible for the Skilled Migration Program in Victoria for 2022-23 in Australia?

Can this program help me move my family from Vietnam to Australia so my kids can attend school there? What is the cost?

    Skilled Migration Victoria is open for nomination of either subclass 190 Skilled-Nominated (PR) or subclass 491 Skilled Nominated-Regional visa. It is a very competitive selection system shortlisted through your Registration of Interest application (ROI). Victoria skilled nomination is open to only those who are: 1) aged below 45 years old; and 2) achieved competent English (eg: no lower than 6 per band for IELTS); and 3) with a valid skilled occupation that is listed on this link: https://www.legislation.gov.au/Details/F2019C00855; and already positively assessed by the authorised assessor on your nominated occupation; and 4) with a minimum score of 65 points on the EOI Skillselect system. At the moment, Victoria is nominating any of those occupations on this list subject to quota and will also be considering offshore applications. If you are onshore, you will need to declare work income to apply. Cost is a relative thing so it is up to each individual and yes, if you are successful in securing the visa and have applied for your family members, you can move your family to Victoria and school your children here. There is no fee for applying for a Victoria nomination.

    To be selected to apply for Victorian skilled visa nomination and assessment, you must first make or update an Expression of Interest via the SkillSelect system on the Home Affairs website, and then submit a Registration of Interest for Victorian State Visa Nomination. The following occupation groups will also be prioritized: healthcare and social services; science, technology, engineering and mathematics (STEM); advanced manufacturing, digital and innovation economy; chef, cook, accommodation and hospitality managers – for the 491 visa; and early childhood, secondary and special education teachers. You also need to be aged less than 45 and pass the points test and have at least competent English. Costs will include the visa application charges for you and your family members, migration agent fees, medical assessments and character checks. There is no charge for Victorian visa nomination.

    The states and territories have been given interim allocations of places to go ahead with nomination for the 2022-2023 program year commencing 1 July 2022. I estimate this is currently around 3,000 places for Victoria based upon the available information relevant to interim allocations and will likely increase further in the program year (we're expecting improvements in the program following the employment summit in September). At this time, the program is potentially open to all eligible occupations for the program (STSOL occupations for 190, and STSOL + ROL occupations for 491). Victoria has not announced any specific occupation or skill criteria to determine who to invite and will select those candidates it prefers based upon their own ROI system (applications for consideration require both an EOI through SkillSelect and ROI through the Victoria system). In the past, before the recent pandemic changes, Victoria has consistently sought the following skill sets in particular: school teachers, ICT professionals, health professions, engineering professionals and tradespeople.

    In summary, any migration program is looking for (i) local needs in skilled professionals; (ii) young professionals - VIC is under 45 years old; (iii) have competent English; (iv) going through the selection process of Expression of Interest. Costs are usually A$12k-$17k depending on your circumstances alone. With family members, each person is different. Usually all up costs for one person could be around A$4k - $10k depending on the complexity of each family member. An appropriate estimate will be given to you before any professional starts working with you. Of course, Australian education is excellent. I believe it is priceless and could be worth any price tag.

    To be considered for Victoria’s 2022-23 Skilled Visa Nomination Program (subclass 190 and subclass 491), you need to have a skills assessment in an eligible occupation, and meet Victoria’s eligibility requirements, have submitted an Expression of Interest (EOI) on the Department of Home Affairs’ SkillSelect system and also must submit a Registration of Interest (ROI) to Victoria. Your ROI will remain in their system for selection until it is withdrawn, selected or the program year ends. The final day to submit a ROI is Friday, 5 May 2023. Public primary schools (state schools) are fully government-funded and free to attend. However, you are usually asked to pay a voluntary school levy per student per year. Fees for private schooling vary widely.
