Who needs to provide proof of English language proficiency to invest in the New Zealand investor 2 resident visa?

I am from the Philippines and I want to apply for the New Zealand investor 2 resident visa. English is extensively used in our country. Do I have to provide proof of English proficiency if I apply? What are the requirements?

Short answer is, yes. Minimum IELTS 3.0 overall score or equivalent of other acceptable tests. However, the applicant gets more points for a higher level of English language knowledge.
