Would investors with vaccine passports from other countries be able to visit Japan?

I've heard Japan is launching its own vaccine passport. Would someone with EU vaccine passport be eligible to visit Japan? What about investors with Chinese vaccine passports?

    Japan will introduce its own vaccine passports to Japanese and foreign nationals residing in Japan in July or so. After that, the Cabinet may begin a discussion on whether we should accept foreigners to enter Japan with EU or other vaccine passports. Under the current public opinion and political climate, it is not easy to accept visitors since no overseas spectators will be allowed to attend the Tokyo Olympic games, which is opening on July 23 and ending on Aug. 8. Some visitors with vaccine passports would be accepted after the closing ceremony of the Paralympic Games on Sept. 5. Japan has approved only three types of vaccines so far: Pfizer/Biontech, Moderna and AstraZeneca/Oxford as of June 15; so, travelers vaccinated with other types would have less of a chance to enter Japan. Everything will depend on the COVID-19 pandemic situation and the effectiveness of vaccines.
