Does Greece have a family-based immigration system?
I received my Greek Golden Visa about three years ago. My plan is to apply for citizenship when I meet the physical presence requirement for naturalization in four years. I know that in some countries, citizens can file immigration applications for their siblings. Does Greece have a family-based immigration system? I want to apply for Greek permanent residency for my brother when I become a citizen.

The immigration policy as far as the principle of family union is concerned involves nuclear family members who are the couple and their dependent children, regarded as a basic social unit. There is no immigration application for their siblings in Greek immigration law.

There is no immigration provision for the siblings in Greek immigration law. Your brother has to apply separately if he fulfills the related requirements.

Please be aware that this system is applicable mainly for sons or daughters if minors (under 18 years old) and not for brothers or sisters, so I don’t believe you will find an easy way to acquire Greek permanent residency for your brother with these criteria.

Your brother is not included in the family members who are entitled to permanent residency on the basis of the pertinent provisions of family reunion. Accordingly, you cannot proceed with such application for him.
