This can be arranged even if you were outside of Australia when the subclass 188 application was lodged.
If you can apply while onshore you would receive a bridging visa to allow you to stay during the processing of your visa. If you apply while offshore you would need another temporary visa in order to wait for the visa grant in Australia. You may be in or outside Australia when the visa is granted.
