There are no restrictions whatsoever on same-sex couples applying for the Golden Visa program in Portugal. For the longest time, Portugal has increased the right to have same-sex relationships, be it by marriage or civil partnership, as well as for adopted children; internationally, Portugal is known to be one of the most progressive countries in this regard. There are no impediments in golden visas for people of the same sex, married or not, thus, they can invest, jointly or separately, in Portugal provided that the investments are done under the terms eligible for that concession.
