The 500,000-euro requirement is your total net worth. It can be in immovable property, shares in a business, cash deposits in a bank account, etc. And yes, the Malta property purchase does count toward your net assets. This is calculated at an initial stage of the process.

How does the government count my net assets as part of Malta Residency and Visa Program (MRVP) requirements?
I am interested in MRVP and can make the donation, government bonds and property purchase. However, does the Malta property purchase count toward my net assets? How is the 500,000-euro net asset calculated, and at which stage of the process?

The capital of 500,000 euros is calculated at the date of submission documents to the MRVP agency. You should add to your net assets list: the market price of all the properties which you own; a list of companies that you have shares in; the amount of funds in your bank accounts; the price of government or listed companies which you hold. Also, you need to submit the related documents to prove that you have this capital.
