How long do I have to work in Latvia before I can apply for a blue card?

I work with an international company that has operations in Latvia and I'm sometimes asked to go there on short work trips. I'm wondering what is the time limit spent working in Latvia before I can apply for an EU blue card? Does it apply to my situation since I don't want to keep applying for a visa?
