Typically this type of investment is seen as a donation. However, in some specific cases and private projects, a specific contract may determine some return on investment. Please note that the government would not be responsible for any compliance guarantees in these private contracts and it would be enforceable simply under the general legal terms in Portugal (as any other contract, under the Portuguese jurisdiction).

How can we expect a return on investment for Portugal’s Golden Visa through the artistic support pathway?
We want to invest in Portugal's artistic production Golden Visa. How can we be sure that the main capital that we invest in the artistic support funding will be returned after 5 years? Is there any guarantee for returning the artistic investment by the government or film institutes?

Most of the arts and heritage projects qualifying for the cultural production Golden Visa don’t generate any return on investment. As a result, the cultural production golden visa is widely considered to be a donation-based option. After all, supporting art projects isn’t commonly associated with making a profit. That’s obviously an unappealing prospect when compared to other income-generating routes. At the present date, the only possibility to get the cultural production Golden Visa and still get a return on your investment (with no guarantees) is to invest in a film production. It’s also one of the only arts and heritage routes capable of possibly generating profit.

The investment in artistic support to obtain the Golden Visa works as a donation. This means that it is not designed to give you a ROI.

At the moment, the existing options in the artistic and/or cultural investment route are structured as a donation, so there is no return on investment. Three more projects are pending approval, which may or may not be structured as a donation, only after approval will the details be known. However, recent changes to the Golden Visa law, namely regarding eligible investments, have created a growing interest in this option and which leads to the belief that several diversified investment opportunities of an artistic and cultural nature may arise in the near future.

The return of the capital invested under the cultural option depends on the project itself and how it is structured. As of today, we believe that only donations with 0 returns are certified as eligible for Golden Visa.
