Should I choose the Blue Card o residency visa to live in Cyprus?

Is the EU Blue Card a better option than Cyprus for permanent residency, or should I opt for the residency-by-investment program straight out?

The Blue Card is a work and residency permit designed for highly skilled, non-EU nationals, seeking employment opportunities in Cyprus. It is a permit for non-EU highly skilled individuals who require employment mobility within the EU. It allows to bypass Shneghen requirements for non-EU citizens. The Cyprus Permanent Residency, based on a EUR 300,000 investment, does not require high skills, is not based on employment mobility, and still requires a request for Schengen visas to travel.
