The GRP is intended for non-EU/EEA/Swiss nationals who do not spend more than 183 days in a single country other than Malta. However, this is not to say that one needs to spend 183 days (or any minimum number of days) in Malta, although you are free to do so as long as you do not obtain the status of a "long-term resident" in Malta, in which case the benefits of the GRP cease to apply.

There are not any requirements of minimum or maximum amount of time you need to spend in Malta. But the maximum residency in other countries must be < 183 days.
