My family and I hold German passports but we are also citizens of the U.S. We are currently living in Germany. Can we travel to Turkey for a couple of weeks? Are we subject to any quarantine upon arrival?
There is not a restriction by the Turkish government. You can come. There is no quarantine. Turkish government will make a check in the airport and if they see any risk they will make the COVİD test. If there is no any symptom, you can directly enter.

Germany and the U.S. have not opened their borders to Turkey. However, one of our clients from Croatia (which has not opened either) flew to Istanbul through Amsterdam via a connected flight. As for quarantine, you will not be subject to a quarantine unless you have certain symptoms such as fever.
