Portugal provides universal healthcare, but to access health benefits you need to be registered with the national health system. Even then, the type of benefits would depend on the health problem concerned. Some health problems give access to free medication and treatment, others have associated expenses. Thus, it would be advisable to combine access to the national health system with good health insurance. There are several provided by banks and insurance companies, and some health insurances allow for pre-existing conditions, even if the waiting periods are longer.

What are the healthcare plans available to Golden Visa holders in Portugal?
My son has special needs and needs constant medical care. I want to give him a better life quality by moving to Portugal on a golden visa but I'm not sure if he would have free access to healthcare facilities in the country or would it have to come out of pocket? He needs constant care and it would be very expensive if I have to pay for all of it (my home country has universal healthcare).

There are several private insurance options in Portugal. Please note it is also possible to obtain a Public Health Number in Portugal, and if you become a resident (under the Golden Visa or another type of residence visa) you can benefit from the public health care system in Portugal.

As residence permit holders in Portugal (be it under the Golden Visa program or not), you and your family will have immediate access to the universal healthcare system, having the same rights as any other Portuguese citizen. As support for patients with special needs is a priority to the government, you will have access to all necessary treatments and facilities that might be needed in order to take full care of your son. Also, the universal healthcare system has a lot of protocols with private healthcare institutions, from which you can benefit, many times not needing to make any payments.
