After the legal changes, the Golden Visa program will still be in place, with the following acceptable investment types: Creating 10 jobs; transferring 500 thousand euros or more for the acquisition of units in investment or venture capital funds; transferring an amount equal to or greater than 250 thousand euros for artistic production activities or the preservation of Portuguese cultural heritage; transferring capital equal to or greater than 500 thousand euros to establish a commercial company in Portugal, combined with creating five permanent jobs, or to increase the share capital of an existing Portuguese company, with the creation or maintenance of jobs for a minimum of three years. Regarding the property investment that you want to perform even without the possibility to access the Golden Visa, please note that for you to make that, you just need to have a Portuguese taxpayer number (NIF). What will happen after Portugal abolishes the golden visa?
I'm still interested in getting property there regardless of the golden visa situation. But since I'm not an EU citizen, how would that work? Would I only be able to go for 3 months every 6 months (as per Schengen regulations)? Clearly I don't want to have restricted access to my own property so I would like to know if there's another way I could stay there more if I wish to (the apartment is in a small town not in the capital.)

Despite the announcement made on 16th February 2023, the Portugal Golden Visa Programme remains, at the present time, active and available to non-EU citizens looking to obtain future property investments in Portugal. After the new legislation comes into force, the remaining possibilities to obtain a residency permit by investment/ golden visa in Portugal will be: Creation of at least 10 jobs; capital transfer with a value equal to or above EUR 250.000 in support of cultural activities or artistic production for the recovery or maintenance of national heritage; capital transfer with a value equal to or above EUR 500.000, for the acquisition of units or parts in non-real estate collective investment undertakings, dedicated to the capitalisation of companies; capital transfer with a value equal to or above EUR 500.000 to: set up a commercial company with head office in Portugal, along with the creation of five permanent job positions, or the capital increase of a commercial company already established, with head office in Portugal, the creation of a minimum of five permanent jobs or maintenance of a minimum of ten jobs, from those at least five must be permanent jobs and for at least three years.

Other visa types will remain available to those who want to be in Portugal for more than the 90/180 days Schengen Visa rules - D7, Digital Nomad and D2 are a few examples. However, different from the Golden Visa, all viable routes will impose a certain minimum stay requirement in the country, which is at least 16 months for each 2 years.

Any foreigner can purchase a property in Portugal. The period of time that a foreigner can stay in Portugal will depend on the rights given by its own passport. If his passport only allows to stay for 90 days every period of 180, the only possibility to stay for a longer period is to do an immigration program for a second residence card that would allow the presence in Portugal with no restrictions.
