The answer depends on the situation of the applicant. At this time, we don't have any specific permanent residency options for HK applicants. The changes to date have been to temporary visas, including post study/graduate work visas, global talent and employer-sponsored temporary skilled visas. The Australia government has indicated there will be a pathway to permanent residence after 5 years, but we do not have details of this option at this time. The shortest pathway to permanent residence will depend on the circumstances of the application, but it will likely be through the existing pathways, i.e., no preferential treatment for HK applicants.

What's the shortest possible route to Australian permanent residency for Hong Kong natives?
I have heard that Australia is planning a special humanitarian intake for residents from Hong Kong facing persecution. What route would you advise Hong Kong residents to take to get permanent residency for themselves and their families?

It is very hard to answer this question without knowing all the details about your circumstances. A business and investment visa may be suitable, or a skilled visa may be more appropriate. The Australian government has announced a range of concessions for Hong Kong citizens including: (i) To extend temporary skilled and temporary graduate visas for five years from July 9, 2020 to July 8, 2025; (ii) secondary family members visas will also be extended to July 8 2025, regardless of the passport they hold. (iii) Subclass 482 Temporary Skill Shortage and Subclass 485 Temporary Graduate visas granted from July 9, 2020 will also be granted with this five-year validity period. The permanent residency pathways for these visa holders will be announced at a later date.

There are various options that lead to permanent residency depending on your skills, such as professional, business owner or investor, work experience, age, (level of) English and qualifications. Presently, temporary visa holders such as skilled, graduate visas, and student visa holders from Hong Kong will be able to extend their stay for five years with a pathway to permanent residency after that. Special Humanitarian visas for Hong Kong citizens have not yet been announced.

There is a category already in place.

A lot has transpired since this question was first asked. To update, the Australian government has paved a good pathway for Hong Kong residents who seek to study, work or set up a business here in Australia. To date, they are still giving priority to Hong Kong people in terms of visa processing, especially those applying for the business and investment and employment visas. Under the new arrangements, Hong Kong passport holders who held a Temporary Graduate (subclass 485) ,or Temporary Skilled Shortage (subclass 482 or 457) visa on July 9, 2020, will automatically have that visa extended for a further 5 years. For Hong Kong students who enroll for a degree course of at least 2 years, they are also entitled to that 5 year stay post-graduation. For those who have the means to start/takeover a business, or to invest a significant amount of funds, it is the best and most secure route to take in the long term. For those who have the skills and talent to contribute to the economy, Australia is looking for the best and the brightest for its industries such as agricultural technology, fintech, medical science, etc.
