I have some properties in Portugal which have been rented out. I’ve heard American investors don’t need to pay tax on income if it is less than $100,000. What happens if I earn more than that? What options would you advise?

As foreseen in the current legislation in Portugal, a non-resident who earns property income generated in national territory is subject to the payment of personal income tax (IRS) at a 25% withholding tax rate on the total income obtained.
Such tax benefit as the one described by you is not known to us.
