We have been together for two decades but not in an official capacity. How does this work? Is there any way I can “prove” our relationship?

The Vanuatu Citizenship Commission does not recognize any other form of relationship other than the marriage to include a spouse. A marriage certificate is compulsory for any DSP Citizenship Application.

You are required to produce a valid marriage certificate in order to apply together. By producing the marriage certificate you can be a part of the same application. Otherwise, you would be required to apply separately.
