There is no minimum investment. The designated entities usually select tech related companies. IRCC is now processing April 2020 applications so about 2 years at the moment.

English or French, level 5 out of 12 is required. There is no specific amount of money required for investment, the key is
"genuine investment in a genuine start-up". Time frames are officially at 31 months between file submission and PR
visas, but if you get a Letter Of Support (LOS) from a designated organization with a good reputation, if your project is clearly genuine, your application may be processed quicker.
