Cambodia My Second Home (CM2H) Overview

The Cambodia My Second Home program, known as CM2H, is open to nationals who invest at least US$50,000 through one of two routes, who then qualify for a 10-year renewable visa. 

A work permit is required separately if the holder intends to work or operate a business in Cambodia.

The main applicant can include a spouse under the same visa. Children may be included under a separate dependent arrangement.

Nationals of Iran, Iraq, Lebanon, North Korea, and Syria are not eligible.


Eligibility Requirements

Applicants must be aged 18 or over, hold a valid passport, have a clean criminal record in Cambodia, and provide a medical report. Two routes are available.

Donation Route

  • One-time donation fee of US$50,000 paid directly to the program
  • No property purchase required
  • Visa issued for 10 years, renewable

Real Estate Purchase Route

  • Minimum purchase of US$100,000 in a government-approved real estate project
  • Property must appear on the approved project list maintained by the program, which is updated periodically
  • Foreign nationals may legally own the property from the first floor upward within buildings, with a title deed issued by the Ministry of Land Management, Urban Planning and Construction
  • Properties purchased through financing or mortgages do not qualify
  • Visa issued for 10 years, renewable
  • Holders may not take up employment except if they apply for a separate work permit.

Route to Citizenship

The CM2H visa is valid for 10 years and is renewable with no minimum stay requirement. Holders may travel freely in and out of Cambodia throughout the validity period.

After holding the CM2H visa for five years, holders become eligible to apply for Cambodian citizenship. 

The citizenship application is submitted to the Ministry of Interior through the KHCA, and no prior physical residence requirement applies. 

Processing typically takes four to six months. Upon obtaining citizenship, holders gain the right to own land in Cambodia in their own name, which is not available to foreigners or resident non-citizens.

Cambodia permits dual nationality. Applicants are not required to relinquish their prior citizenship.


Mobility and Taxation

Mobility

Cambodian citizens can access approximately 54 destinations visa-free or visa-on-arrival, including all ASEAN member states such as Thailand, Singapore, Vietnam, and Malaysia. 

Tax

Cambodia operates a territorial tax system. Income earned outside Cambodia and not remitted to Cambodia is generally not subject to Cambodian income tax. 

Cambodia does not impose capital gains tax on most asset disposals, though real estate transactions are subject to a transfer tax. CM2H holders who do not earn income in Cambodia are generally not liable for Cambodian personal income tax. 

Holders who establish tax residency in Cambodia by spending more than 182 days per year in the country are subject to Cambodian income tax on all Cambodian-sourced income at progressive rates up to 20%. 


How to Apply

The program is administered by the General Department of Immigration of the Cambodian Ministry of Interior, in partnership with the Khmer Home Charity Association (KHCA). The process typically runs as follows.

  • Step 1: Complete the registration form and submit identity and background documents, including a valid passport, national identity card, academic and professional certificates, and 5 passport-sized photographs for the main applicant and all family members included in the application.
  • Step 2: Complete the full application form and compile supporting documents, including bank statements with detailed transactions for the previous 12 months, proof of income, asset titles or certificates, company certificates or licenses if applicable, a medical report from a hospital in the country of origin, and a marriage certificate and children’s birth certificates if applying as a family unit.
  • Step 3: Submit the application to the Ministry of Interior through the KHCA for eligibility assessment and due diligence review; for the real estate route, submit the Sales and Purchase Agreement of the approved property at this stage.
  • Step 4: Receive approval from the Ministry of Interior; obtain KHCA and CM2H membership numbers and the CM2H membership card.
  • Step 5: Travel to Cambodia to have the CM2H visa affixed to the passport and access the KHCA membership package, which includes assistance with bank account opening, business registration, and work permit applications.
