I’m of Indian nationality and planning to buy an apartment in Southern France next year, and wonder how it would work if I don’t have permanent residence to access the property I own? Are there legal ways to ensure I have a permanent right to stay in my property there?

The purchase of a property does not in itself allow you to obtain a residence permit in France. You will have to apply for a visa adapted to the duration of your stay in France. This can be a short stay visa if you are planning a stay of less than 3 months or a long stay visa for example for visitors.
