Panama is stepping into the gap. The country’s National Migration Service processed 341 applications under its Qualified Investor category in 2025 alone, approving 327 of them — a sign of steady, growing demand. Notably, U.S. citizens already rank as the third-largest nationality group among all Panamanian residence permit holders, underscoring the country’s long-standing appeal to North American investors, retirees, and expats.
Fewer Hurdles, Dollar Stability, and Faster Route to Permanent Residency
Part of that appeal comes down to practicality. The Panamanian balboa is pegged one-to-one with the U.S. dollar, and dollars circulate freely alongside it — eliminating currency risk for American investors and simplifying financial planning for others. Add to that a real estate market where city-center apartments average roughly $3,000 per square meter, compared to $3,300 in the U.S., and Panama starts to look less like a fallback option and more like a genuine upgrade.
Unlike the multi-stage residency processes common in Europe, Panama’s Qualified Investor Visa offers direct permanent residency with no provisional waiting period. Starting at $300,000, applicants can choose from three investment routes — real estate, Panamanian listed securities, or a fixed-term bank deposit — each with its own threshold and requirements, and each maintained through a straightforward five-year holding period. The program also extends to spouses, dependent children, and dependent parents, and offers flexibility in how the investment itself is structured, whether held personally, through a Panamanian foundation, or via a corporate entity.
