The government does not issue any official list of projects approved or authorized. Any applicant shall contact entities potentially interested in receiving donations to support their projects (such as administrative and local entities, nonprofit organizations, universities, schools, etc.). The entity/entities receiving the donation shall approve it because a letter of consent to be issued by such entity is one of the documents required, among the others, to process the investor visa application.

How can I find qualified public-interested projects for my Italian investor visa application?
I understand that investment in projects of culture, cultural assets or education can be used for an investor visa application. How can I find a qualified project? If I decide to donate to a university, does the university need to get any approvals or documents from authorities to support my visa application?

There is no official list of projects approved or validated by the government. You should contact individually potential interested entities, such as universities, NGOs or administrative bodies, such as the regional governments or city halls. Information to be submitted to apply for the investor visa is the following. In case of a donation, it is necessary to provide the tax ID of the recipient entity (or entities, if the donation involves several recipients) and the amount (with specification of the partial amounts if there are multiple recipients). A description of the methods, purposes and expected social impact of the donation, and a declaration of consent from the legal representative of the recipient entity/ies should be submitted as well. Documents proving the donation, to be executed within three months after entry into Italy: copy of the public deed of donation; copy of a bank statement of account valid for the last three months (or for a longer period, if necessary), which clearly confirms the execution of the donation; letter of validation of the statement of account by an authorised representative of the institution (bank, investment fund, etc.) from whose account the transaction has been made; letter confirming the receipt of the donation, signed by the legal representative of the recipient entity.
