At which stage of my application do I need to notify the authorities that I want to go through the fast-track application process?

I want to invest in real estate of St. Kitts and Nevis and obtain citizenship through my investment. I know I could request my application to be processed faster than normal by paying extra fees. At which stage of my application can I apply for the fast-track processing?

From the onset, the applicant should pay the $25,000 for the fast-track application.
