The answer is yes. The Quebec government requires you to show a net worth of CA$2,000,000. How applicants finance their CA$1,200,000 investment after approval is none of their concerns: if you want to borrow money to make your investment, it is not a problem at all.
Every financial intermediary offer a financing option from CA$300,000 to CA$350,000 instead of the full CA$1.2 million. If you still prefer to make the CA$1.2 million with your own financing there is no problem. You just have to wait to see if the program will reopen in July 2020.
