As a visa holder in the MM2H program, can I become an entrepreneur in the country and hire local Malaysians? What are the requirements for that? Are there taxation concerns to examine more closely?

The straightforward answer is no, but if you are having a company outside Malaysia and you service clients outside Malaysia, then you are fine.
