I read that Dominica doesn’t tax its citizens. Could foreign investors who become citizens through its citizenship-by-investment program enjoy this benefit? What about income, property taxes or sales taxes?

There are no taxes in Dominica for persons becoming Dominicans under its Citizenship By Investment Program.
