I applied for Quebec’s Immigrant Investor Program (QIIP) and got my CSQ (Certificat de sélection du Québec) last year. I learnt that the average processing time for permanent residency applications is 48 months in the federal level. Before I get the approval, how can I apply for a work permit with my CSQ?

Your CSQ would not be helping you to get a work permit, unfortunately. This being said, there could be many ways for you to come earlier than waiting for your federal application to be processed. I suggest you consult with your immigration lawyer about it to see what could be feasible scenarios for your specific case.
