I renewed my work visa for two years only three weeks ago before the government announced it would be renewable for three years. Can I still apply for the extra year now or would I have to wait until the two years have expired?

The announced changes to Italian immigration law, also in terms of extension of the renewal period as of today's date, are not applicable yet since they still need to be implemented into the law.
