I understand that applicants for Dominica’s citizenship-by-investment program can choose to make a donation to the country’s Economic Diversification Fund (EDF) or invest in an approved real estate development project. Is there a way to choose both options and still qualify for the program? I do want to make a contribution to the EDF, but do not want to donate as much as required by the program.

You can exercise any one of the two options to get your citizenship and that's how the program is structured. However, if you would like to get citizenship and exercise both options, this is still possible, but full fees become payable.
