I’m a Moroccan citizen and I have a valid tourist visa to the U.S. Can I now use it to enter Canada as per the new rules or when does it start? Are there any steps to take to make sure I can enter with no hassle?

Since yesterday, you can now apply for an electronic travel
authorization (eTA) instead of a visa when traveling to Canada by air.
