How can I include an older sibling with special needs in my Grenada citizenship application?

I have a sibling who is 5 years older and she has some special needs so she is in my care but I’m not her legal guardian. Can I include her in my application for a golden passport?

Siblings over the age of 18 who are unmarried and without children can be added to any application.
