I have a niece whose mother (my sister) passed away a long time ago. She’s been in my care ever since but not in any official capacity. How can I go about including her in my application?

In order to include your niece on the CBI application, you will be required to adopt her. Sowing legal guardianship is necessary in order for her to apply as a dependent.

Sorry to hear your sister passed away. We’d need to know the age of your niece and her living arrangements and understand a bit better about your legal guardianship of her before we can ascertain whether or not she could be a dependent of yours.
