How can I qualify for the new Italian work visa for certain countries?

Both my parents are Argentine citizens who have spent most of their adult lives in Chile, where they married and I was born. They are both of Italian descent, with their grandparents having migrated from Sicily. What steps can I take to qualify under the new decree that allows foreign nationals with Italian ancestry from Argentina to obtain work permits outside the standard quota system?

The introduction of a visa and work permit for Italian descendants into Italian immigration law has been approved; the procedural aspects are still being decided, and it is not yet possible to apply.
