I’ve heard Italy does not allow cryptocurrency for investment immigration purposes. But is it possible for foreign investors to instead acquire shares in an Italian startup involved in cryptocurrency and blockchain technologies?

Investment in cryptocurrency does not qualify for an Italian Investor Visa, but an investment (of at least 250,000 euros) in the equity of an innovative startup company operating in Italy in cryptocurrency and blockchain technologies may qualify.
