I’ve heard there are now restrictions on Russians and Belarusians, but does this mean that Ukrainians are still able to apply to Dominica’s CBI? What if a Ukrainian does not have a biometric passport, would they still be eligible?

Russians and Belarusians can't apply for Dominican passports but Ukrainians can.
