I am fluent in both English and French, and have a DALF C1 certificate to prove my French proficiency. Would this give me any advantage in Canada’s RBI programs? I also have about 5 years of managerial experience but don’t know where to start or where I would qualify.

You should wait for the QIIP to reopen. They will give priority to French-speaking applicants.
