I’ve heard that the IRCC currently has nearly 1.8 million immigration applications in its backlog. Should investors wait for a few months and apply Canada’s provincial residency by investment program when this backlog has reduced a bit?

Since applications are typically processed on a "first come, first serve basis", it is never a good idea to delay the submission of an application until backlog is reduced: delaying the submission would obviously delay the outcome as well, because other applicants will simply introduce their files in front of yours and get processed first.
