Can the funding come from VCs based outside of Japan?

Business Management type visas require an investment of 5 million yen or more in Japan at the time of applying for work status to the Immigration Bureau. Funding from VCs is also accepted. There are programs by some local municipalities supporting to the candidate to apply the work status without the initial investment moved into Japan.
