How should foreign investors prepare themselves for the proposed EU vaccine passports before they apply for permanent residency in Luxembourg?

I’m an investor based in the U.S. and I’ve heard that EU is launching a vaccine passport soon. How should I prepare for this if I’m looking to acquire permanent residency for myself and my family in Luxembourg?
