How should non-EU investors prepare now that EU vaccine passports are out before they apply for permanent residency in Luxembourg?

Would investors from China, or the Middle East or the U.S. be able to apply for permanent residency via investment in Luxembourg if they don’t have the EU COVID certificates? What if they have another vaccine like Sinopharm or Sinovac or Turkovac?

There is no requirement for getting vaccination in the application process for permanent residency in Luxembourg.
