I am searching for a country to move to in retirement. Most countries require a clean criminal record for a visa. What on this report would preclude my getting a visa for Cyprus? Are misdemeanors considered a criminal record?

The available official information requires a 'clear criminal record', I cannot answer whether your misdemeanors are considered a criminal record. For Immigration Permits Reg.6.2 you would need first to email the Immigration Authority.
