I’m a Chinese investor with very limited English proficiency. How does this affect my chances of getting permanent residency and citizenship by investment in Antigua and Barbuda?

There is no language requirement per se; however, you will be required to complete your application forms in English (the right agent can assist you), and when you come to Antigua & Barbuda for your one-time, five-day visit at some point in the first five years of your citizenship, you will take a short oath ceremony in English. The ceremony involves repeating some short sentences in English, which you will understand if you have basic English, and my suggestion would be to arrange a translator to attend with you, if you’re unsure.
There are no language requirements in Antigua for non English speakers; though application documents will need to be translated and certified into English. There are many Chinese speakers on the island.
