What are the requirements on the contribution of the immigrant investor’s business to the local economy in Japan?

I wish to set up an office in Japan, have it registered there and maintain a physical office there. However, most of my clients probably won’t be from the country. Does this matter in my application? Do I have to aid Japanese clients, for instance, or is it merely about employing Japanese people?

There is no requirement on the contribution to the local economy in Japan. The applicant needs to show a 5 million yen investment, a physical office and feasible business plan. Neither Japanese clients nor Japanese employees are required to be in the plan.
