I’ve read that there is no residence requirement for Italian investor visas, whether it is in the first 2 years of the card or in the 3 years of the card renewal. But my question is, if I want to apply for EU permanent residence in Italy, are there any residence requirements for these 5 years? Would I qualify for this as an investor visa holder?

To apply for PR after 5 years, you need to register also as resident with the City Hall; pass a language test; have filed tax returns in Italy with a yearly income exceeding € 8,500.
