Is a visit to the islands required before, during or after the CBI process? What about an oath? How much of the process can be done remotely?

There is no residency requirement for CBI applicants. The applicants are not required to visit the island nor do they have to take an oath. The entire process can be done remotely and all documents can be couriered.
