I am contemplating applying for Dominica citizenship, however, I have a son who is over 30 years old but he has special needs, so he remains my dependent. Will I be able to include him in my application and would he be able to make use of Dominica’s healthcare facilities in case he needs to at some point?

The answer to both questions is yes. You will be able to include him in your application as a dependent and for sure Dominica's health care will be available to him like it is for every other citizen.
