I recently read that the Malaysian tourism minister expects the MM2H to get reactivated soon after the Cabinet’s approval. What changes should foreign investors (and retirees like me) who are very interested in the program expect?

The financial requirements will be higher. We have no idea on what the changes will be. MM2H is a long-term visa. It is not an "investment". Malaysia is not looking for "investors". MM2H is meant for people to stay in Malaysia for long term. If you terminate the visa, you get the money back from the bank.
