Would investors be able to do business with firms in the EU and the UK after gaining CBI in Dominica? Or is it just limited to visa free stay of 6 months as tourists?

Once you acquire the Dominica citizenship, you will be able to visit the UK and all other European countries visa free for both business and pleasure.
