Panama allows for new business setup remotely, and without any restriction on nationalities, as the country is open for business with great tax incentives for offshore businesses. Residency options though are available mostly by investment for non-EU nationals.

Setting up of any sort of service related startup in Panama can be done by nationals of any country; however, keep in mind that in order to “work” for such a business, one would require a work permit, which must be paired to a residency permit as well. There are a few investment residency programs starting at $160,000 that may serve those purposes.
