There are no nationality restrictions to qualify for Portugal’s Golden Visa according to the law. Notwithstanding, from the recent experience, Russian applicants can have their process suspended due to the ongoing war situation.
Since February 2022, SEF has suspended the issuance of residence cards concerning Russian citizens that have applied for a Golden Visa. Besides the Golden Visa, there are no limitations regarding the other available residence visas. That being said, it is still possible for a Russian family to relocate to Portugal.
